san diego street lights

it happened about 5 or 6 times while i was driving today (3 of the times happened just when i was driving back to my apartment from school), where you're sitting at a red light, and you wait for literally 15 or 20 seconds for ABSOLUTELY NO ONE. intersection is totally clear, there are no cars going through it in the other direction (i.e., left to right, or right to left, in front of you). so you just sit there while the stupid traffic light stays green for its entire cycle, as if there were a constant flow of traffic going across. you're looking around at the other cars next to you, and you see people peering over at the traffic light to see if it's changing states, wondering wtf is going on, why are we waiting? finally, you see a lone car approach the intersection (again, from left to right, or right to left, in front of you), and THEN the light decides to change. it's incredibly beyond the outer limits of beyond incredibly stupid. i don't know how to wordify how incredibly stupid it is. it's just.. mindblowingly stupid. and fucking annoying as fuck.

You notice that street lights in San Diego do not know to change state if no cars are driving across the intersection.
